- The paper provides a simple, formal basis for an approach to metadata management, based around the design of a domain-specific language and a set of rules for maintaining collections of models written in that language. A corresponding software toolkit has been developed and released as open source. It is being used to deliver the NHS data dictionary and models service, the Health Data Research UK gateway, and a range of large-scale, collaborative research programmes. NHS Digital allocated >GBP1m to the development of the toolkit within their organisation from June 2020.
