- This paper is the first of its kind to show open datasets can be used as open educational resources. Its contribution argues for open data's roles in developing different literacies, including citizenship skills. It continues to be cited and discussed online in various languages (English, Spanish, Portuguese, Italian) by authors with affiliations in at least 13 different countries and disciplines, including PhD dissertations with potential to influence policy (e.g. Lawson 2019; included in the Analysis and Policy Observatory). Altmetric, which measures online attention, ranks it in the top 5% of all research outputs tracked by the service.
