- This paper advances the state of the art by proposing a novel standard-conforming encoder architecture that adaptively mitigates the negative effects of complex temporal dependencies. A conference paper that was based on the redundant motion vector transmission idea presented in this paper achieved top 10% recognition in one of the premier international conferences in video and image technologies.
