- This paper defines novel metrics of controversy and applies these in conjunction with Open Government Data to the large-scale analysis of citizens’ proposals and debates within e-Participatory Budgeting platforms of city councils. The paper is significant for highlighting biases resulting from e-participation; specifically, how proposals targeting issues that affect large majorities are selected and implemented over other very important, but controversial issues, affecting minority groups. The paper, published in the Information Processing and Management Journal (4.787 impact factor) is the first to show the negative societal impact of existing e-Participatory Budgeting technology on equality and fairness.
