- This book uses insights from contemporary public opinion scholarship to offer a revisionist history of the creation of the American state in the late 19th century. The book is the culmination of over 15 years of research in primary sources, including letters, diaries, and correspondence of elected officials and bureaucrats. Spanning 77 different library collections across the US, the book uses a wide range of primary sources, some previously unknown to studies of this period, to demonstrate voters had little awareness or control over key decisions responsible for creating a new type of state with lasting implications for American politics.
