- The severance effects of busy main roads is often cited as an important social and economic barrier, but there have been very few attempts to quantify and monetise this in the international literature. The paper describes a pioneering approach for measuring and valuing pedestrian barrier effects of busy roads, using stated and revealed preference methods. Originally developed as part of an EPSRC project, it was applied within an EU Horizon 2020 project and further survey work was commissioned by Highways England (£115,000), before they adopted the method and values in their highway appraisal guidebook. DfT is considering doing so too.
