- The Clash of Cultures? volume is the culmination of a project launched by English Heritage seeking to provide regional research frameworks for the planning system in England (https://historicengland.org.uk/research/support-and-collaboration/research-frameworks-typologies/research-frameworks/). White’s role was as co-ordinator of a research workshop in 2004 whose outcomes were digitally published by the University. He undertook the organisation and co-editing of the present volume, researching and single-authoring four chapters (numbers 1, 2, 6 and 12). In producing the volume, White undertook research on Shropshire, in conjunction with the County Archaeologist, and was sole author on the overview of the Roman Army in the region. White also co-authored the introduction and overview with the former Birmingham City Archaeologist. The last paper, on the fifth and sixth centuries (chapter no. 12), directly engages with the author’s research focus over many years. The volume, and the whole process, is an example of how Universities’ research benefits both the wider academic community, and impacts on the public.
Further contextual information: Under the provisions of the National Planning Policy Framework (2019), development control officers in planning authorities have a statutory duty to protect the historic environment using up-to-date information provided by each counties’ Historic Environment Record (HER). However, the planning officers, and the contractors carrying out work required of planning consent, rely on their regional Research Frameworks to provide period-specific advice on research priorities so that work is focussed on those sites, and scientific and investigative technologies employed upon them, that can provide impactful outcomes. The University of Birmingham was commissioned by English Heritage (now Historic England) to coordinate the Research Framework process for the West Midlands and four volumes have been produced to date: early prehistory, later prehistory and an overview volume covering all the periods. Clash of Cultures? deals with the Roman era but overlaps with the early Medieval period.
