- German “The European power system and the Habsburg empire in the July 1914 crisis” Debates on the causes of war in 1914 tends to focus on Germany's responsibility; this piece concentrates on Austria-Hungary's. In contrast to recent writing it sees the events of July 1914 as having a dynamic of their own, and also argues that the current fashion for ignoring the role of war plans in precipitating conflict is especially inappropriate in Austria-Hungary's case. The evidence is clear: Vienna sought a limited, Balkan war and ran the risk of triggering a wider and even global war through wishful thinking.
