- An Evaluation of three One Team initiatives: Halcon, North Taunton and Wellington was commissioned by Avon and Somerset Police. The Halcon One Team was established in 2013 with a vision to bring together a multi-agency focus in areas of highest demand to the public sector agencies. The model provides an effective mechanism for agencies to work more effectively together in supporting vulnerable communities and those areas that have significant deprivation as recorded on the National Indices of Multiple Deprivation matrix. The principle of a more coordinated approach to provide effective and sustainable solutions was to prevent problems from escalating and having a greater negative impact on the community as well as to reduce the additional costs to the public sector organisations.
The initiative had already commenced when the research was commissioned, thus the methodological approach was to ensure that the research framework was underpinned in ‘action research’ as well as to provide an understanding of savings made through reduction in crime and harmful activity.
The research enabled the One Team to develop greater clarity around their vision and provide a framework in which the model could be rolled out across England and Wales. In addition, it supported the development of a range of templates and guidance for the agencies working together as well as a toolkit for this innovative and new way of working. Utilising the mantra ‘Think Differently, Do Differently’, the research highlighted the need for the public service sector to move from traditional vertical areas of working towards a more horizontal and joined up approach. This approach is challenging but provides better outcomes for vulnerable communities as well as being cost effective for the public service sector. The One Team model has been adopted not just across Avon and Somerset Police, but expanded significantly across England and Wales.
