- The volume addresses the complex issue of under development among Muslims in a secular state-India. Set after post 9/11, the subject required a new, radical approach in policy analysis with detailed interviews with elite Indian policy-makers. The work synthesises a large body of official publications –government reports, parliamentary debates, judicial proceedings, and published records –and interview data to understand why the world’s largest democracy has struggled to deliver equality of opportunity to its largest religious minority. The volume is highly original in its conception, has broad comparative public policy implications and questions the limits of public policy in India.
