- This article is based on an international research collaboration involving four different academic institutions across China, UK and Spain. The collaboration has led to a further four publications in leading journals. The study uses data envelopment analysis to develop an evaluation index system for capacity utilization applied to the transportation industry in China from 2011 to 2019. As China presses ahead with the Belt and Road Initiative (BRI), this study will help policy-makers maximise the sustainable use of transportation systems from the perspective of environmental constraints, including CO2 emissions and final energy consumption.
