- The book Gerrymandering in America is a comprehensive study of how US electoral districts are drawn for political advantage. It makes multiple contributions using different methodologies and data sources that: shows gerrymandering increased dramatically after 2010, developing a numeric state-level measure using computer simulation; provides a legally and normatively defensible standard for deciding gerrymandering cases, using analysis of Supreme Court decisions; demonstrates that gerrymandering cannot be explained by the urban concentration of Democratic or minority voters; examines the state-level political conditions that lead to gerrymandering; and puts gerrymandering in a historical context, considering early US political writings.
