- The paper’s findings were generated after a seven-year investigation into covert practices by US and UK intelligence services. They were possible only through building a network of non-academic partners from legal, human rights and parliamentary sectors, and through developing a range of innovative data collection and analysis methods. Findings were dependent on the extended collection of a wide range of hard-to-reach primary materials, requiring extensive travel and trust-building with key stakeholders. We identified and collected thousands of flight records from more than 40 global sources, as well as hundreds of declassified and leaked documents.
