- We present a telecommunications architecture to provide Quality-of-Service guarantees for broadband satellite systems affected by rain events. The algorithm adapts to the bandwidth and the QoS requirements simultaneously which could potentially be adopted during natural disaster events where the satellite link is the only technology that remains available. The cross-layer design is extensively evaluated using NS-2 simulator tool. The results show that the proposed mechanism maximizes the bandwidth utilization while enforcing the priority level when an extreme reduction of bandwidth caused by rain events is experienced.
