- This special issue of the International Journal of Cultural Policy grew out of the earlier research on film policy undertaken by John Hill and Nobuko Kawashima of Doshisha University, Kyoto, and is devoted to analysis of the changing economic and technological context in which filmmaking occurs, the policy responses that these changes have generated and their consequences for the pursuit of cultural objectives. Hill and Kawashima jointly conceived the special issue and commissioned and edited all the essays. Hill was also lead author on the Introduction and contributed his own essay on nationality and UK film policy. The journal also led to a conference , co-organised by Hill, Kawashima and Paul McDonald - ‘Film policies in transition: globalization, digitization, protectionism’ - that took place at King’s College on 2nd June, 2017 and featured scholars from the EU, Europe and Asia.
