- This monograph is of significant theoretical and empirical scope and is innovative in several respects. Most significantly, it develops a novel theory of communicative capacity based on seven years of original empirical data collection, analysis and conceptualisation. It offers a substantial reworking of past theoretical and philosophical perspectives to reframe the debate on participatory democracy. It deploys a robust interpretive approach to conduct a comparative analysis of three international case studies, including 59 qualitative interviews, 42 policy documents and 8 participatory meetings.
