- ‘The Metric Tide’ started life as a government review, initiated by HEFCE to inform the design of REF2021. Wilsdon was appointed chair in early 2014, and decided to design the review as an intensive, multi-method study, with data gathering that included: quantitative analysis of the coverage, correlation and predictive qualities of fifteen metrics to ~190,000 REF2014 output scores; a substantial literature review; 153 responses to a call for evidence; six workshops; and several focus groups. As lead author, Wilsdon wrote ~70% of the 53,400-word book, and edited the rest. This entire process took over 18 months.
