- There is some overlap between Tallinn Manual 2.0, published in 2017, and Schmitt�s article submitted to the 2014 REF ("Cyber operations and the jus ad bellum revisited." Vill. L. Rev. 56 (2011): 569) as both address cyber operations involving the use of force. However, this overlap is confined to material published in the first edition of the Tallinn Manual (published in 2013, but NOT submitted to the 2014 REF). Tallinn Manual 2.0 significantly expands the first edition�s scope by covering cyber operations in peacetime, thus more than doubling its length.
