- This monograph is a product of two decades of research. It addresses themes of meritocracy, education, and equality. Delving into historical materials on education policy, and related statistics on resource allocation in 20th century Japan, it explores the evolution of equality and meritocracy in Japanese education. While the historical and quantitative analysis centers on Japan, it also draws on US experiences in the early 20th century. This comparative dimension allows for the analysis of meritocracy, individualism and equal opportunities from different perspectives.
