- An internal study carried out by the European Patent Office in 2001 showed that only 20% of patent search reports included citation of non-patent literature. Policies implemented since have had only had a marginal impact. The EPO supported this study by granting access for interview of examiners to identify the factors which contribute to the findability and accessibility of such publications. The significance of the work then lies in informing the technological solutions which may be created or improved upon to make patent examination more robust.
