- In this book written over two years Devine provides a thorough and dense (over 800 references) analysis of the boundaries of State power and private rights in the context of child protection and safeguarding referrals and assessments in England. To highlight that the classic welfare framework is an inadequate lens through which to view this complex area of public law, Devine uses a combination of doctrinal, theoretical, socio-legal and policy analysis. It is this complex intertwining of methods that enables Devine to identify and describe the dichotomy of social policy interpreting laws intending to both police and protect.
